Levoine was born at home on the school section in the southeast corner of Dundy County to William Kermit and Opal M. (Lemon) Humphreys. After his return from service, he went back into the construction business and met his best friend, the late Darwin Rowe. They worked together for numerous years while Levoine lived in Fort Collins, Colorado.
